44. No business which is not upon the Agenda Paper shall be discussed at any meet- ing of the Board (except routine business) unless the Chairman declares such business to be of an urgent nature, and is supported by two-thirds of the members present and voting.
45. Every question, the manner of voting on which is not otherwise specified in these Regulations, shall be decided on a show of hands by a majority of members present and voting. In the case of an equality of votes the presiding Chairman shall have a second or casting vote.
46. Every motion or amendment shall be. moved and seconded, and shall be reduced to writing and handed to the Chairman, and shall be read before it is further discussed or put to the meeting.
47.(1) Every notice of motion shall be in writing, signed by the member giving the notice; and shall be given or sent to the Director of Medical and Sanitary Services.
(2) The Director of Medical and Sanitary Services shall insert in the Agenda Paper of the next Ordinary Meeting of the Board all notices of motion which he may have received not less than one clear day prior to the day on which the Agenda Paper is sent out to mem- bers, in the order in which they have been received by him.
Rescinding of 48. No Resolution of the Board shall be altered or rescinded at a subsequent meeting except upon a notice of motion of which a copy has been sent out to members by the Director of Medical and Sanitary Services ten clear days before such meeting,

Committees.
49.-(1) The Board may delegate to a Powers of Committee, and with such restrictions and qualifications, if any, as they think fit, all or any of their powers except the powers of removing a nurse from or restoring a nurse to the Register.
(2) Except by special permission of the Board, no report of a Committee shall be dis- cussed by the Board unless it has been sent to the members of the Board at least three days before the meeting of the Board at which it is to be presented.
50. All Bills and Claims shall be ex- amined by the Director of Medical and Sani- tary Services, and laid by him before the Board, and such Bills and Claims as are allowed shall be initialled by the presiding Chairman.
Chairman.
51. The presiding Chairman of the Board Decision of shall decide upon any point of order or proce- dure and his decision shall be final.
52. The foregoing rules of procedure for the Board shall, so far as they are capable of application, apply to the procedure of Com- mittees appointed by the Board.
53. All minutes, registers and records shall be open to the inspection of members of the Board.

MISCELLANEOUS.
54. A copy of these Regulations can be obtained on application to the Director of Medical and Sanitary Services at the price of $1.
